There are 9 "opinions", namely: to effectively reduce the tax burden on logistics enterprises, to increase support for the land policies of the logistics industry, to facilitate the convenient passage of logistics vehicles, to speed up the reform of the logistics management system, to encourage the integration of logistics facilities, and to promote the innovation of logistics technology. And applications, increase investment in the logistics industry, give priority to the development of agricultural product logistics, and strengthen organizational coordination.

The "Opinions" make it clear that according to the industrial characteristics of the logistics industry and the integration, socialization, networking and large-scale development of logistics enterprises, the relevant taxation support policies shall be comprehensively improved. Logistic infrastructure such as storage facilities, distribution centers, transshipment centers, and logistics parks occupy a large area, have large capital investment, and have a long investment recovery period. It is necessary to increase the support for land policies on the basis of strengthening and improving management and conserving land. To further reduce the cost of passing bridges, gradually and orderly cancel the policy to repay second-class road tolls in accordance with regulations, reduce the number of ordinary road toll stations, control the scale of toll roads, and optimize the structure of toll highways.

The "Opinions" pointed out that it is necessary to speed up the reform of the logistics management system and break down the division of logistics management. Support large-scale logistics enterprises through mergers and reorganizations to integrate decentralized logistics facility resources; encourage small and medium-sized logistics companies to strengthen alliances, innovate cooperation methods and service models, optimize resource allocation, improve service levels, and actively promote the development of the logistics industry. .

The "Opinions" also emphasizes that it is necessary to strengthen independent research and development of new logistics technologies. The people's governments at all levels must increase support for the investment in logistics infrastructure, and provide necessary financial support for transportation, warehousing, distribution, information facilities, and infrastructure construction of logistics parks that meet the requirements of key logistics companies.
